A Sheriff Who Leads from the Front
Real leadership in law enforcement isn’t learned from a classroom or a podium, it’s earned in the field. It’s forged in the dog years of shift work, in the adrenaline of major operations, and in the heartbreak that comes when innocence is lost. You cannot lead the ranks with legitimacy unless you have served in the ranks.
Over my 25-year law enforcement career, I have led at every echelon of command. I’ve directed small task forces, supervised specialized units, commanded watches of more than 70 agents, served as Patrol Agent in Charge of stations with over 300 personnel, I’ve led Divisions of programs and projects, and as Acting Deputy Chief oversaw a complex workforce of 3,200 employees.
I have led in crisis and in calm, in the spotlight and out of view. Through every challenge, I’ve remained consistent, steady, and stoic, the kind of leadership our community deserves.
Leadership and Command Experience
I’ve spent my career leading large teams, managing complex operations, and upholding the highest standards of integrity. I’m ready to bring that experience home to serve the people of Doña Ana County. My leadership record shows a commitment to disciplined, principled decision‑making. I will build a Sheriff’s Office where de‑escalation is the expectation, not the exception, supported by training, policy, and leadership that reinforce calm, measured, and professional responses. I will work with community partners, mental‑health professionals, and academic institutions to bring cutting‑edge practices to Doña Ana County. Innovation isn’t just gadgets, it’s about better outcomes, safer encounters, and a Sheriff’s Office that leads the state in modern policing.
21st Century Policing
I have led complex criminal investigations, counter‑smuggling operations, and multi‑agency task forces. As Sheriff, I will deploy modern investigative strategies, strengthen partnerships with local and federal agencies, and target the criminal networks driving violence, narcotics trafficking, and crime in Doña Ana County. I will work with the Board of County Commissioners to fund and permanently staff Deputies in our under-served communities.
Strong, Collaborative Relationships with Labor Unions
A Leader Who Knows How to Build Trust and Solve Problems:
I have hands‑on experience working with union leadership to resolve issues constructively and maintain a healthy workforce environment. As Sheriff, I will bring a proven ability to collaborate with labor organizations while upholding high standards of professionalism and accountability. I understand that deputies and professional staff perform difficult, high‑risk work every day. I believe unions play an essential role in ensuring fair treatment, safe working conditions, and a voice for the men and women who serve the community. I have the proven experience to balance those interests with the needs of the public. My approach is grounded in: Mutual respect, Clear communication, Early engagement before issues escalate, Fair, consistent application of policy.
Innovation for De‑Escalation & Safer Outcomes
Modern Tools and Training to Reduce Use of Force:
As Sheriff, I will create a culture that prioritizes the preservation of life and champion innovative, evidence‑based de‑escalation strategies that protect both the public and deputies. This includes: advanced scenario‑based training that prepares deputies for high‑stress encounters, integrating techniques and technology that enhances situational awareness and reduces risk, work to expanding crisis‑intervention and behavioral‑health response capabilities, use data and after‑action reviews to continuously improve outcomes
Accountability, Integrity & Professional Standards
A Sheriff’s Office That Earns Public Trust:
I will implement transparent, fair, and consistent accountability systems. Misconduct will be addressed swiftly, and ethical leadership will be the standard at every rank.
Clear Policies, Consistent Enforcement:
I have drafted national-level policies, operational manuals, and strategic guidance. I will bring that same clarity and professionalism to the Sheriff’s Office, ensuring deputies know what is expected and the community knows what to expect.

As Sheriff, I will hold regular town halls, publish transparent performance metrics, and build a community advisory council to ensure residents have a voice in public safety decisions.

I have led diversity and inclusion initiatives and built relationships with tribal communities, private landowners, and local organizations. I will ensure the Sheriff’s Office is accessible, responsive, and representative of the people it serves.

I have the proven experience and training to strengthen coordination with Local, State, and Federal partners to ensure rapid, unified responses to emergencies, from natural disasters to major incidents.

I have led training units, modernized programs, and improved operational efficiency. I will ensure deputies receive the training, tools, and support needed to protect the community safely and effectively.

I’ve demonstrated throughout my career a consistent ability to work across party lines, negotiate with agencies, coordinate complex operations, and build consensus among diverse stakeholders. The Sheriff’s Office and the County Commission share a common mission: ensuring the safety and well‑being of every resident. My leadership style, rooted in communication, respect, and accountability, will strengthen that partnership and ensure decisions are made in the best interest of the community.
